I think that's the reason why we're never getting an Elder Scrolls : Black Marsh; unless you're playing an Argonian, your health would keep depleting all by itself ! :D

Has anyone noticed that neither Scotti nor Shehs seems to be wearing pants? Maybe it's some sort of Cyrodiilic fad amoungst civil servants, but for Shehs?

Oh, I see them now. Still, Shehs has to get a nice set of greaves. Then again, my first playthrough of Oblivion (playing as an Argonian) had me wandering Cyrodiil pants-less most of the time. Traditional Argonian attire, perhaps? ;-)

His shirt is long and covers him well enough, not to mention he'd be wearing a loincloth under there as well.

If you've ever spent time in a swamp you'd notice they are very hot and humid/sticky. Clothing sticks to the skin and is very uncomfortable. Having experience living near the Everglades I made him wear a lighter outfit on purpose. He's a local and I can't see him walking around daily in cumbersome/uncomfortable layers of clothing. I stick by my decision.
